Dutch nationals can apply if their immediate family member — spouse, parent, or child — is residing in Saudi Arabia under a valid Iqama or holds Saudi nationality.
Foreign Residents in the Netherlands
Foreign nationals legally residing in the Netherlands can also apply, provided their family member in Saudi Arabia is authorised to sponsor dependents or visitors.
